I have absolutely no idea, but minds do weird things, so it may just be that the action of your hands or the feel of the water in someway stimulates your brain and subconsciously turns you on.
Other than that I don't have a clue, for this, as far as i know, isn't something that arises from increased hormone levels during puberty.
