Many 16 year olds will have done most of their growing down there, in terms of length anyway. The average adult erect length is 5.9" with the vast majority of men somehwere in the range from 5" - 7", so I would expect the average for 16yo to be much the same as that. Now that doesnt mean that every guy will be at or near their final size when they are 16 because some start puberty much later than others or progress more slowly.
