I know it's normal for one testicle to hang lower than the other during puberty but my question is when puberty is complete do they hang at an even length again or does one still hang lower than the other?

I'm pretty sure one hangs lower than the other no matter what so you don't sit on them.

I think they will stay the same, like how some say one arm is longer then the other. (unsure if thats true...)

They can become level or they can remain the same way. It doesn't matter anyways. It has no effect on anything.
