I would say it depends on the circumstances that it happened. If you just found it there then its probably precum, which is always clear. If it got there when you reached an orgasm while masturbating then its probably cum, an ejaculation, but is clear because you dont have much sperm yet. You would normally know if you had ejaculated because you can feel it kind of building up, and there's a real feeling that something is going to come out of your penis, and then it does.
