Are there any safe ways to gain muscle at my age(13.98) without stunting growth or anything like that? I heard weight lifting at my age is detrimental to my body.

i think you are too young to start weightlifting. but maybe just try doing toning exercises for now such as core exercises and then start doing weights in a couple of years? another option is plyometrics? but im not sure if that will affect your growth now or not.

Sit-ups, pull-ups, push-ups. Anything using your body as a weight is okay I think.

I started when I just turned 13, I do, alot of pushups, At least 4 sets of dumbell weights 25 lbs.
