Just ignore the PM. If the user keeps doing this, report them to one of the admins.

No it's not illegal. Just ignorant, especially if that person is somebody you don't know. If that person is harassing you, you can pm the admins right here.

I think the staff would not approve of that in a pm, you should use the report button (when viewing the pm) to report it

I assumed that the OP meant "against VT site rules" when he said "illegal". As I said in my previous post I believe the mods would take a dim view of the type of PM described and this was backed up by Tom's response.
