I'm just curious, what's the point of this anyway? From what I've seen, the rep I give people still affects them and the rep they give me still affects me. Does this feature do anything beyond replacing my green blocks with a grey one?

Yes, the 'disable rep' feature simply replaces green blocks with the grey one. Mostly for those who have a red block and want to disable it so it doesn't show or those who don't care to have the green blocks showing because they believe that it promotes seniority/superiority.
