The average adult erection is about 5.9", the vast majority of adults have erections between 5" and 7" so anything in that range is normal. So I guess thats what you should expect at the end of puberty.

Its almost impossible to say what size you "should" have at age 14. Some guys will barely have started puberty and others may nearly have finished. Most guys will be at least 4" by then, anything from there up is normal really.
