Female circumcision is a truely horrific practice mainly carried out in parts of Africa. It can refer to various kinds of genital mutilation but, sorry StraightAce you're wrong here, frequently does involve removal of the clitoris. It is usually intended to ensure that the girl can not get any pleasure from sex.

Adding to, I saw a part of a documentary on the 'practice'...

This is also done in the woods, with razor blades that may or may not have been cleaned. Done by elders (women) in the tribe who generally have no medical training.

There's no medical reason for it, while male circumcision in more rural(3rd world) areas has a reason of cleanliness behind it (because..hygiene isn't exactly common over there. But in industrialized nations it's a non-issue).
Oh and there's the issue of "a lot more is coming OFF"
