No, it doesn't overhang. Some people have much longer foreskins than others, though.

It's longer than average. As it grows, the foreskin gets more stretched out to accommodate for the growth. Not much new skin is made, but there's no resistance to the growth. Cut people, on the other hand, often get tightness on the shaft and sometimes skin breakage (ouch) because their skin isn't growing at the same rate and is holding the growth back.

The opposite, for me. When I'm erect, the foreskin moves back, again, to accommodate for the growth.
