Your penis has two main states, flaccid, and erect, but you are hardly ever fully flaccid or fully erect. it's usually somewhere inbetween, perfectly normal, don't worry about it. the way it work sis, your penis is really tense when it's flaccid(sounds weird, but it's true), this prevents extra blood from flowing in, but when you become aroused, a chemical similar to nitrous oxide(laughing gas) is released, causing relaxation and allowing a surge of blood into the penis, thus it becomes erect. It stands up because tendons tighten to hold it like that when it becomes erect.

it seems like you might be in the near erect part but not fully.
