I think so too but it will take long to grow back I wouldn't recomend shaving ur leg hair cuz it will take a while but if u want go ahead. Ur face u will at one point will have to shave there and pubs will too but take long the first time but will itch alot! I only trim down there.

i shave my pubes but havnt let them grow for about a year will they be thicker if i do?

actually it doesn't make it grow back thicker, it's just that when you first shave you probably were not as developed so when it grows back it starts with the new more mature hair.

The first hair on the body is always very fine, when the slightly thicker hair starts to come through it can't get through the thinner hair. So when you shave for the first time the thin hair goes and all the areas get covered in the thicker hair that couldn't get through before hand.
After the first few times you shave it will stop getting thicker and will just grow back the same.

if you don't shave, the thin hair will eventually fall off and be replaced by the thicker hair, so it doesn't really matter if you shave it or not, it WILL be thicker at times goes by. (up to a point when, as was pointed above, it stops "maturing")
