You can start puberty much younger. Things during puberty happen at different times for everyone, meaning that penis growth could be one of the last things to happen for you.

nowto your question... EVERYONE devlopes differently, there is no set of rules on how some one will devlope. your penis could devlope in the last stages or in the middle stages of puberty, but my question to you, is that how did you know that you started puberty at 11, like what were the signs?

Just stay cool with it David, your size is fine for your age and there's nothing to suggest anything is wrong with your development. Give it more time.

Thats possible in theory but really unlikely. If you were a strapping 6'4 who looked like they'd done all their other growing you might have something to worry about, but you look to me like a guy thats got some more growing to come. Its so unlikely that your penis is at its final size that I would forget anyone ever suggested that.
