There isn't really anyway that someone can tell you what the generic penis size is for someone of that age stated above. Different people develop at different times because of early and late bloomers.

1. tanner stages are so general that they become almost not worth it.

3. Yes, it's normal to have a 6 inch penis at 15. I did, I do at 16.
6 inches is the average size for a grown man.

everyone grows at different rates so each will have a different length at a certain age. That is why it's very unreliable to just survey all people of a particular pre-adult age. When you are an adult you stop developing so you can now have a definitive answer.

You have a normal adult size there, its not unusual for guys to be that size at 15. Some guys will still be growing and will be smaller, some guys will already be bigger. You may grow some more, but then again you might be already at more or less your finished size.

Yes, it is normal. The average erect size for an adult male is around 5.5inches - for example, Wikipedia quotes various studies giving 5.0, 5.35 or 5.9 inches as average values, with standard deviations in the range of +-0.75inches. In short: any size between 4.75 and 6.25 inches can be considered as "in the norm".
Don't pay attention to people claiming to have huge appendages - most of them are probably not measuring correctly and/or daydreaming. Besides that, anything longer than 3inches would suffice to please a girl.

It doesn't really exist, and it wouldn't be very meaningful: some boys finish puberty around 15, while others have to wait until their early twenties. You can expect your penis to be fully grown around 5 years after the beginning of your puberty, but again, that's just an estimate based on statistics.
