"pre-cum" is the thin liquid used to lubricate the penis. It comes out during masturbation, before the orgasm. It is produced by a different part of the body than cum, so yes, it can happen that you get pre-cum, but can't ejaculate yet.

During orgasm, there is a system preventing urine to mix with cum - so during an orgasm, it is not possible to piss. So there are three explanations here:
- Either it isn't piss, but in fact it is underdeveloped cum: during the first months, cum can look like water, clear and with thin texture instead of being white and thick;
- Or it is piss that comes out because your internal muscles are not quite developed enough to prevent it from coming (though chances for this to be true at your age are pretty low);
- Or you aren't going long enough, thus don't reach orgasm. The climax is when you get rythmic penis pulses that you cannot control, so if you don't get those, you simply need to continue stroking.

Whatever the reason, it is perfectly normal not to be able to ejaculate at 14 - I didn't myself until 17! In the meantime, consider the positive sides: it is less messy, and the refractory period is shorter, so enjoy it while it lasts :).
