It's impossible to tell if she likes someone else or avoiding you but its pretty clear she doesn't want to be your boyfriend. :(
My guess is that she's just avoiding you or acutally doesn't want a boyfriend but it depends on what type of person she is. Is she the type of person who would say I'm not ready for a boyfriend then go out with somone else a week later? Its your call.
