I'm not so sure if lube is needed, but it could help.
And no, it makes no difference whether a guy is cut or not, the experience should be the exact same.

During anal sex you're definitely going to want to use a lot of lube. The orophous is tigher, and much more likely to tear, resulting in STIs.
That being said, condoms are also a HUGE plus. Because the tissue in the colon/rectal area is so sensitive, and can tear so easily, if semen were to get in to any wounds, it could cause serious health issues some of which can even be fatal. It's always incredibly important to be cautious during anal play, be it sex or otherwise, because the risk is so high.
That's not to say you shouldn't enjoy yourself whilst doing it, however. Protection is important, but it should never take away from the overall pleasure of the experience.

Lube is definitely recommended, it will make things a lot easier and more comfortable for both guys.
Condoms are always recommended for protection against STD's. Some guys who really know and trust each other might "bareback" but this carries a risk of picking up other types of infection. You might also prefer to use a condom if you're worried about cleanliness in there.
It doesnt matter whether you are cut or uncut.

use lube lotz of lube everytime u decide ur gonna have anal sex. using a condom is up to both if u. it helps prevent std's and doesnt matter if hes cut or uncut still gonna feel awesome

I would advise you to wear a condom because if you don't there is a higher risk of an STD passing on to you which no of us want to see happen.
You should use lube, without it, it will hurt a great deal more, lube basically helps the penis slide into the anus better, usually experienced people (couples) that have been together a long time or have known each other a long time, and trust each other have sex without a condom this is also known as Bareback (as Nick pointed out)
It doesn't matter at all if you are cut or not as long as the penis does the job you shouldn't matter

you could just lube up your dick WELL and stick it in but the condom is there to protect both of you from stds so unless youre 100% sure the other guy doesnt have anything always where a condom

Yes, but DON'T use a oil-based lube with a condom, as this weakens the condom. Always use a water-based lube. Vaseline is oil-based, so you're at risk. KY that is water-based is made for condom use, although there are more brands than KY.
All in all, you should definitely use lubrication when you do it in the butt. Usually, condoms don't come with enough lube, so use a water-based lube with a condom, as an oil-based lube weakens the condom.
You should put a condom on. By not choosing abstinence, you're choosing risk. Lower that risk by 97%+ with a condom.
Being uncircumcised or circumcised doesn't really affect sex that much.

Lube's pretty well recommended (and for good reason), but if for whatever reason you don't have any on hand, spit works for initial entry. You'll just need to use plenty of it. And perhaps bite down on something for the first moment or two (like a shirt).

Yes, when it comes to anal sex, you will want lubrication. Skin-on-skin contant can cause a lot of friction when it comes to sexual contact. You'll both end up with some severe pain if you don't use something.

If you think it's been bumped too much then report it.
Lubrication isn't necessary but it can help. Wearing a condom is recommended as you might not know about any infections or diseases they have, they also help keep things clean down there. Whether you're circumcised or uncircumcised, it doesn't make much difference - the uncut person will most likely get more pleasure.
