Actually, that's just what it says. It's how much you can affect someone else's reputation (again, from what I'm understanding). Your actual reputation can be viewed in your UserCP. If you hover your mouse over the greenish block(s), a statement will come up - each one is different for each specified amount of reputation. 10 or more will say *User* is on a distinguished road; 50 or more will say *User* has growing potential. It just goes up with increasing increments.
If you don't have that great of a reputation now, don't worry, as we just have started using the reputation system and it will take a while for some to get use to it. :)

The Rep Power? It gets bigger according to your own reputation. Reputation is affected by a number of things, including number of posts since reputation system started, duration of membership after reputation system started, and (the majority) users voting.

Actually, the Reputation System is enabled for everyone, however, Josh and Francis have their default Rep Power of 10 as it's still set in their account information, while I am using the same rules as everyone else. Anyway, you can all vote to approve or disapprove of someone's posts. This is what you should do: use the Reputation System! :)
Though as a tip, if you provide helpful information with plenty of content in a post, people are more likely to vote for you to add to your reputation. If flame someone or purposefully be rude to someone or the community in general, people are more likely to vote against you to subtract from your reputation. It's a good thought keep in mind before every post ;)
