I agree, some 13 year olds have a tendency of lying about their penis size on the web, most have only just started puberty. It is normal for a 13-14 year old to have a 3-4 inch (erected penis) as usually around 14-21 you penis should grow

There is a chance that they actually do have that size, so don't bash them about it unless they say like "I'm 13 and my penis is 9"... I'm scared I may be too small...".

As it's puberty, very little can be predicted; therefore it is possible that they did all of their 'penis growing' early on.

That's a common misconception. Not ALL people of African decent have bigger penises. It's all a myth. Sure, there are men out there with above average sized penises, but just because you live in a warm climate, such as Africa, does NOT mean you penis will enlarge.

They just want to have the average size so they put 6". While it is possible that some of them are indeed that size or even bigger, most lie because they want to appear more well endowed than people their age.

No, that's just ridiculous. Yes guys exaggerate but not that much. Surveys where men state there own measurements always end up with bigger sizes than surveys where a doctor or nurse does the measuring, so some men are lying or measuring badly, but not by 3". That would mean those of us that claim to be around the sort of 5.9" average in fact have 3" or less.
