No, if you did it accidently then I don't think someone would be to miffed about it. But if you did it "Accidently" to cope a feel then you are probably going to get in trouble.

for accidently brushing someones breast, at any age and saying sorry straight after, is not something that can get you on the sex offenders list. that is for rapists and pervs.

No, you can only get put on the sex offenders register if you have sex with a minor (ages change from country to country). If you yourself are a minor (as you are at 13) then you can't get put on the register no matter what you do, as far as i'm aware.

No, it's unlikely the person you done it too would care anyway. But even if they did, you could argue that it was completely accidental and you did apologize. Either way you couldn't be put on the sex offenders list.
