its like a small piece of skin is preventing it

my penis is 4 inches and i am in stage 2.7 according to the tanner puberty calculator

Foreskins do tend to go a bit tighter during puberty. Try to excercise your foreskin 1-2 times a day.

You are saying that that there is a small piece of skin preventing it. This is probably the frenulum and no it does not go away
