Precum is a clear, sticky liquid that just seeps out of your penis when your aroused for any length of time. You dont feel it happen, but you may become aware of a feeling of dampness. Its purpose is to lubricate and clean out the penis prior to intercourse.
Cum is semen and sperm released when you ejaculate at orgasm. You definitely feel it happen and it comes out in a rush. If you're early in puberty then when you first ejaculate your cum may be fairly colourless, but its still cum and not precum, it just doesnt have that much sperm in it yet. Once you are producing enough sperm it becomes more cloudy or white.

You might call this cheating, but here's my exact answer from another thread almost exactly the same about 5 days ago:
Not necessarily, not everyone can produce precum. (in life, not just puberty)
"Precum is a clear lubricant produced by your body when you have been sexually aroused for a good period of time (or you've been masturbating well). It's used to make the penis wet and slippery (like proper lube) to prepare for sex, or in this case masturbation.
If you can't produce it yet, then don't worry.
If you never do, don't worry. You don't actually need it, in modern society (where lubes are available at stores) you don't need your "own brand"."
To add to that:
Precum is a lubricant before orgasm/ejaculation.
Cum is the "thing" that has the sperm, aka semen.

Precum is for lubrication.
Cum is for reproduction.

Precum does contain little amounts of sperm, but not much. It's main job is to clean the penis out and natural lubrication
