Is this abuse??

Is it abuse when both people involved are too young to know what they're doing, yet the oldest one should know that what they're doing is wrong, and still doesnt stop it? :confused:

So, two people do something wrong but one is old enough to know it's wrong...
In that case the eldest should of stopped, but I do not believe it's abuse. As they are both too young.
