Well the problem is probably because your not aroused. Normally it's easy for a male to become aroused, but in some cases it can be difficult. Try everything possible to get yourself aroused.

Can you actually get a boner? If not it may be ED and you sjould get that seen to while you're still growing.

Have your balls ever been hit badly? If so you may be infertile meaning you would never get horny.

Have you actually cum from wet dreams? If so, try to recall the sexual situations from these dreams and JO thinking about them. If they first made you come and are the only things which have done so far i would reccomend you try and cum through them. It may be they are the only things you really want to achieve through sex.
