so you're asking what precum is?? It's kinda of a clear lubricant that comes out when you've been horny for a while, it's not an orgasm or ejaculation, just fluid that comes out to lubricate. But you might not be able to produce any yet. Also Google is your friend if your still confused.

Not necessarily, not everyone can produce precum. (in life, not just puberty)

Precum is a clear lubricant produced by your body when you have been sexually aroused for a good period of time (or you've been masturbating well). It's used to make the penis wet and slippery (like proper lube) to prepare for sex, or in this case masturbation.
If you can't produce it yet, then don't worry.
If you never do, don't worry. You don't actually need it, in modern society (where lubes are available at stores) you don't need your "own brand".

its like a really clear sticky substance that comes out during sex/wanking or just before you orgasm.

leaking out before orgasm, it clears the urinary passages for fertilisation, lubes you up and provides extra sensation to naturally 'ensure' ejaculation and fertilisation. It also contains small amounts of sperm which could fertilise, but are unlikely to.
