He's banned temporarily for six months. The way I see it is, they've already been "exposed" but they still broke the rules.

ya, Wate your allowed to stay if you joind when u were under 13 if ur over 13 now. I didn't know that.

Formerly, an account would be either deleted or banned and the user would have to reregister when they were 13. Now, since we have vBulletin, we can set a time for a ban instead of deleting an account or permanently banning it.
