I can assure you its not cause' your Mexican. You just need to be yourself and wait for the right girl. They like probably see you as a friend or you are too nice. Like all girls say they want a "nice" guy which is true somewhat but in reality they are more attracted to the bad guy. Not saying there is anything wrong with you but this may help if you just get more physical with them and like take control and don't be afraid to say you don't give a F or stfu. Sometimes it works sometimes it doesn't.
