Nope. I don't know the lower end of the age limit but under 18 you can get a tattoo if your parents sign or something.

So, it's a fresh tattoo? Because, in the pic, it doesn't look red or swollen or anything the way a brand new tat would. Nor does it appear to be peeling or showing any signs of healing like you would expect after the first few days. Also, the ink has already gone from black to that almost-blue that you get once a tattoo has been healed for a while. That's not to say that it looks intentionally dark blue; it looks like black that's faded a little.
