Yep, that's why the doctor does the 'turn and cough' thing at physicals sometimes.

it is not necessarily normal but there is nothing wrong with it, its just the force of you coughing transferring though your body nothing wrong with it at all

When you cough, your diaphragm moves, which pulls your abdominal muscles, which (waddyaknow!) pull the tissue connecting your balls to your body.
