simple, as you said in the title, you are what we call a late bloomer, basically you are developing a little later than average, no need to worry though, its normal.

You still need to wait a while, wont need to wait long so think happy thoughts :D

Because your 13! Its not particularly late, honestly, lots of guys will cum for the first time when they are 13 and quite a few will not cum until older than that. There's nothing you can do to speed it up, when your body is ready you will cum. Just be patient and enjoy the dry orgasms if you can get those.

I don't think there is a good answer for your issue as it all boils down to development really. In an ideal world we should all develop at the same time and everyone should be equal in terms of their abilities. However, walking down the street in any major metropolitan area shows you the diversity of human life and how people vary. As such you ability to ejaculate is definitely going to vary from that of your classmates and friends as you are an individual.

If this means anything, a lot of guys on here have not had their first ejaculation until 14 or later, and there has been a fellow or two who did not have their first ejaculation until 17 though they had developed normally in every other way.

This is probably not going to be the answer you want, but, sadly, you just have to be patient. The fact that you have pubes shows that you are growing, and I think you will probably have your first ejaculation within a year. Most guys have their first ejaculation within 12-24 months of their pubic hair development.

Finally, I would not say that you are late as many of us did not start ejaculating until we were 13 anyway, and you are pretty much average really.

Relax. Ejaculating doesn't really change the orgasm feelings - it is useful if you want to have children but when masturbating, it is little more than a mess you have to care about. Moreover, it is not something you usually show on a daily basis to other people, so other peeps at school would not know your status about it. And finally, it is much easier to have several orgasms in a row when they are dry - once you ejaculate, that ability quickly disappears.

As for the pit hair, it is quite common not to have any before 14, 15 or 16, so that's hardly an issue at 13. You are by no means late - that you have some hair already shows that you already entered puberty; just do not expect it to finish in six months!

It is also possible that your body prioritized other, less visible signs - you may get taller, gain more muscle, get a bigger penis or have your voice change before growing hair or ejaculate a single drop. There is no way to exactly predict the order of events.

Given that nothing can be done to speed up nature (except if you have a serious hormonal disorder, which is quite probably not your case), the best advice we can give is wait, and enjoy the positive sides of your situation. Think about it: you don't have to clean up semen, you got no acne, and you don't have to spend time everyday to shave your face (and believe me, it is quite a boring task).
