Well the obvious next step is to try to get to know her a little better.

Try to hold a conversation with her, if she asks a question, answer it and ask something back. Try to build a friendship, find some common ground. Then you can try to take things further.

Well you could try to get her msn/facebook and start to talk that way, but you could also try just before your class starts or at the end of it.

build up a friendship first, when she feels comfortable round you and vice versa, then you should ask her out, dont even have to be a direct ask out. It can be like "hey, you wanna go to the movies?"

that could be seen as romantic

nvm guys i figured out that shes really good friends with my best friend's girlfriend and that she kinda likes me but thanks any ways im gonna ask her out tomorrow:D
