Just wait. Things will happen at the pace they're supposed to happen. There is no set rate of growth during puberty. Everyone develops at different times. Don't get discouraged. Don't worry too much about it. If a few years go by and you don't see any changes at all, then it might be time to get it looked at. But until that time, just rest assured that you are normal.

I know that this will not mean much, but the reality is while you are a late bloomer you really are not abormal in the greater scheme of things. I have had family members who were much later than you, and things totally ended up fine with them. Listen, getting developed actually can be a pain, and at least your body seems to be pretty low maintenance right now which is a great thing. Also, ejaculating is somewhat overrated at times as it is not like cumming is a huge big difference from the orgasm you are getting now. As long as you can get an orgasm, then you are getting almost all of the feelings anyway without the mess. Also, you guys who can dry orgasm don't have to worry about refractory periods like folks who have wet orgasms.

Basically, while you might be smaller than your mates you do have a lot of advantages in your situation, and I would not worry. I can guarantee you that you will catch up, and many times you late bloomer guys end up becoming really big and actually bypass your counterparts who started early!

your 3.1 on a range 1-5, that means ur in the middle of your puberty, so everything's fine. if u were 1 at 14, then this would be worrying ;)
