Well maybe your foreskin (if you're circumcised) is sensitive to the water but that's unprobable. You can pee before you shower or when you get the urge just go and pee then.

I understand sort of where your coming from. Maybe it has something to with having a reaction to tap water in some form or another. You may just have a week bladder or something :S im not too sure really.

it could also be that your mind see's the bath tub as a place of rest and relaxation. so how do we usually pee? by being relaxed! there is a small muscle behind the urethra that loosens when your relaxed (so you can pee) or contracts/tightens when your tensed up or nervous

Maybe its just becuase the bath water is hot and at about pee temperature so your body just assumes that its then OK to pee as that is what it feels like your surrounded by.
It made a lot more sense in my head lol
Best bet- if you're really concerned, go see a doctor.

Not a puberty related issue. Everyone gets the urge to pee when they enter water. As a lifeguard who handles pool chemicals daily, I can say that while pool peeing may be frowned upon, the chlorine or salt in the water neutralizes it instantly. The 'waste' from the pee is either instantly destroyed or filtered out. All pee really is are a collection of dead cells, which gets added to the pool anyway as soon as anyone gets in it. Probably worse to put your hair in the water in terms of sanitation like that!

Water could be getting into your urethra which isn't a bad thing thus making you want to urinate it out, there isn't anything you can really do, you could make sure your foreskin covers your entire head :)
