Just tell her he doesn't like her. Then swing in not so much time later with, "Hey, I like you." Not in those exact words but yeah. If she says no, oh well.. plenty of fish in the sea.

hmmm. well if you haven't already you can tell her the truth about the other guy not liking her. if you really like her, there is nothing stopping you from telling her how you feel about her. you never know, she still might like you too? basically you have nothing to lose here dude.

Maybe you should not just say you like her. Perhaps she thought you liked her as a friend, or her personality...
Clearly say to her, personally, that you love her, then you can see her true response.
