Actually it varies for different people and depends partly how long your foreskin is. Most guys would see their foreskin retract to some extent when they have a hardon, for some guys that might be all the way back but not for everyone.

Mine retracts most of the way when I'm hard but if I doesn't I can just pull it back myself. If your foreskin can't retract when you're hard (or soft) then you should probably try to gradually pull it back but don't force it and it should become easier to do, as Nick has said it varies for everyone. :)

It depends on the guy.

If he has a tight foreskin, then It might not fully retract.
If he has a loose foreskin then it may fully retract on its own.

Either way, You should be able to do it by yourself if you try to pull it back.
