Did you mean to say can't? Either way, when a guy can get it up then all that means is he gets an erection. When a guy can't get it up, this means he can't get an erection. This can be caused by a couple of things, firstly it might be that he has a medical problem, or another possibility is that he's so nervous or something like that then he can't 'get it up'.
