The answer to this question entirely depends on whether or not you can pre-cum in the first place as not all guys have that ability. If you can produce pre-cum, then chances are what you had was pre-cum. There is a small chance that the fluid on your undergarments was semen, but my guess is that you would have felt the semen working its way out as it is generally a pretty intense feeling. My guess is that you were just aroused but not so aroused that you ejaculated which makes me think you had pre-cum.

Well precum is semen.

Its called precum because it tends to just leak out before you get as far as cumming. Its not something that you control. It just tends to happen when a guy is very aroused and sort of straining at the leash down there.
