Does one need a special permission or some such to start new threads?

Nope. Just hit "New Thread" at the top of the page, put in a subject, and put in some detail. Just make sure it makes sense, and that is isn't against the rules, and there should be no problems.

Odd, I don't see the "new thread" button except for in the Virtual Teen HQ section.

Do not hijack threads. If you have a question of your own start your own thread.
