Umm....NO. The blood going into the penis doesnt heat up semen. Its going through your penis during ejeculation for what....a second?!?! That is not long enough for heat transfer. The fact that you have a boner has nothing to do with semen being warm. The obvious answer is....where the sperm is kept prior to ejeculation...your balls. The human body temperature is 98.6 degrees fahrenheit (sp?) but in order for sperm to mature your testes need to be kept at 96 degrees or around there. Since the sperm and the other two glands that produce semen (prostate and the other one) are inside or relatively inside your body and since the sperm is near your core body temperature for all of its life prior to ejeculation then its going to be at that temperature but cooling rapidly.
