Prove to her that you're responsible enough to take care of another life.
If she denies at first, don't push the subject otherwise it won't go over well.
Just let the thought of a dog sink in, and offer to "test-drive". That's what i did.
I babysat a friends dog for about a week to prove to my parents that I could do it, they were impressed. But I still had to get a job and save up for the dog supplies before I even got the dog.
Offer to do that, too.
I'm sure after awhile she'll let you take the opportunity of being responsible.
Having a dog isn't all it's cracked up to be, though. For the first few weeks it might be fun, but they need to go outside every few hours, get fed, get fresh water, vet bills, ect.
It'd be smart to feed your dog around the same times every day, naturally around the time you eat so they get on a schedule, and everyone's full at the same time and can relax.
Anyways, just talk to your mom about it and make sure to get your point across. Best of luck!

Don't bug her with asking her repeatedly. You have to prove to her that you are responsible. Dogs take a lot of care, I just got a puppy so I know :D And maybe she has a good reason for not to get one. Unless you have a fenced in back yard, it is kind of cruel to leave the dog inside constantly, unless it is very small. Dogs also require a lot of food, chew toys, which all costs money, which may be hard in this economy. When they are a puppy, they will chew on EVERYTHING, which can get really annoying, as if can hurt you and the dog. Mine chewed through the charger for my laptop :P, luckily I plugged it out moments before.
So you really have to think, "Am I ready for this kind of commitment?" You have to feed him, walk him at least 2-4 times a day, and just pet him to make him feel at home.

In my case, I was offered one on my birthday, so my mom couldn't say no! :D

But if you read between the lines, you can see that I was giving him a tip, to ask for a dog on his birthday or another occasion, not to his mom, to another person, without her knowledge, then prove her wrong by taking good care of him, unless that's not the reason she doesn't want one...
Anyway, sorry, I'll try to be more clear and helpful next time...
