You just need to work out your chest muscles in general - push ups, flies, and bench presses are a great start. Also remember to take in some extra protein, which you can get from eggs, chicken meat, etc. This helps with muscle development :)

The fastest and the best way are really different. Anyways! pec isolation exercises like flys are the best way. Any exercise that involves squeezing together instead of pushing (pushing is more of a tricep exercise) will be utilizing the pectoral muscles optimally. Pec deck and bench flys are some of the best ways to get pecs "fast". Try this stie (http://fitness.scoobysworkshop.com/index.htm)

these two answer are perfect so there is no need to add anything to them, this is the best and fastest way to get them!

hanging from a bar with hands swinging back and forth trying to get hips as high as possible - beats... works better with a suspended bar (ie. trapeze...). That's what I do...

If you're going to try exercising at home, then you can lie flat on your back on a bench and in each hand take some weights. Keep both your arms fairly straight and then try to bring them up straight. It's essentially just a horizontal version of a pectoral fly that you can find as a weight machine at gyms.

You can try a variety of push-ups and some pull-ups or chin-ups.

well if you have belly fat you wont be able to make them very noticable, so exercises that burn fat would help

overcome.

Dumbbell bench pressing is particularly good for chest, definitely equal to, if not better than the barbell bench. I'd say to stimulate your pecs, stick with one flat bench pressing exercise (dumbbell or barbell), an incline press for upper pec (dumbbell or barbell again) and two other exercises. I'd recommend flies, which you could do flat or incline and maybe a cable cross over exercise (google). Pushups really are nothing specia, but they're something you superset with after doing a type of press. I wouldn't even bother doing push ups at home, unless I had absolutely nothing else I could use/do. They're not really going to be stimulating much growth, weight will stimulate the growth. Making sure you get a good squeeze with your pecs also, you can easily do this while doing flies.

Okay, this got me really good results, and is used my many powerlifters (you know the guys who bench 400+, squat 600+, and Deadlift...who knows on average!!). It's called 5x5-- grip an Olympic-sized barbell, and press up relatively quickly (with proper technique-- Traps pinched together, glutes squeezed, and bar tightly gripped with thumb-grip). Then, slowly lower the bar (emphasis on SLOWLY!!-- the negative lift is imperative to inducing muscle hyperteophy) to your chest; but do not bounce it off your chest-- it will cause injury, and lessen the effects of the workout. Also, make sure you start working the lower and upper pecs with iclined and declined bench press. You wanna work out 3x weekly. Oh, and only bench press every other workout-- give you muscles ample time to heal. Get 8-10 hours of sleep per night-- you muscles heal and grow while you sleep.
Now, how to increase weight-- say you do 5 sets with 5,4,4,3,5 reps-- don't increase the weight. If the next time, you can do 5 sets of 5 reps (5x5), increase the weight by 5 pounds. Oh, and getting to 5x5 w/ a spotter is NOT enough!! When you can do 5x5, increase the weight by 5 lbs. Oh, but you need to Squat, Deadlift, do pull-ups, dips, and overhead presses to prevent permanent harm from muscle imbalances. Any additional details, PM me, cuz there is a lot more ya need to know (although once you have it all down, it's really easy to understand).

Oh, and for safety, always have a spotter ready to help you in case you can't lift the bar, and help you rack/un-rack the bar. Happy lifting!!!!
