Well it makes it a lot easier that she's one of your best friends. I think you should just talk to her and tell her how you feel about her. I definatly don't think that you should first kiss her though. If she just got out of a bad relationship, that may not be the best thing. It could mess up your friendship with her.

just remember she is probably still hurting if she was the one that got dumped. so just keep that in mind if you want to ask her out. and like the others have said, do the talking before the kissing. you don't need a kiss at the end of the night for it to be a successful time for you.
