Yes. The reason is probably either:

1. No foreskin covers the meatus (opening, urethra, hole, whatever you want to call it), so nothing's blocking it from shooting.

2. If you have your foreskin down, your probably squeezing harder on the penis, which narrows the urethra (the actual tunnel that semen/urine travel in). This creates more pressure, since there's less space for the same amount of liquid, and forces it out at a harder and faster rate.

3. If you're hornier, your orgasm might be stronger, which will push the semen out with more force.

OK, so someone has to be the one to disagree.

First off, when I get to the point of orgasm I dont stop to analyse whether my foreskin is pulled back or not. For most uncut guys I guess it would be a case of..

I cant say I've ever cum and thought that my foreskin has in anyway inhibitted the experience, indeed that is a completely alien and wierd idea. What will out will out, nothings going to stop it at that point.
