I think you had precum come out instead of cum. It also really depends upon your own body. It is just how some people have really sensitive areas (ie nipples) and some people dont. It really just depends on the person.

The 'water stuff' you are describing is called precum. A gland called the Cowper's Gland is located near the prostate, and it produces precum. Precum is a natural lubricant and urethra cleanser.
