Puberty starting from as early as three years old

I found an article online saying that puberty is starting earlier and earlier, even at the age of three! Does this mean that it will keep getting younger? Will babies be born ready to concieve???!

Its a rare occurrence and is happening more and more due to child obesity. This is a new occurrence and is now being studied. Im not sure of this but you can check it on google.
