A Question About Rep.

This may sound a bit silly, but I don't really know anything about rep. A couple of people I know on here said that they gave me some positive rep for a post, so I went and checked it out, but it says I only got neutral rep from them, so, my question is, why did it come through as neutral rep, not positive rep?

they probably had no rep power
its the rep power that effects other people when you rep them not rep points

You first receive power after reaching 25 posts. This is so that new members can't abuse the feature.

The power goes up with posts and the rep you receive. After a while, you kinda figure it out more or less :)
