My friends say when you hit puberty you will have facial hair, and that even if you have pubic hair that you didnt really hit puberty, can someone help me explain what they mean?

I think I understand what your friends mean, Though they are wrong about the facial hair thing. They mean you havn't hit puberty unless your body is ready for sex yet (Just an assumption because slightly.. it doesn't make sense)
Puberty is a stage in a teenagers life where their body goes through changes to prepare the body for sex in the future, So basically yes you have hit puberty if your body is starting to change.
Offical definition: Puberty refers to the process of physical changes by which a child's body becomes an adult body capable of reproduction.

Your friends are wrong. Any signs of pubic hair means that you are in puberty. Pubic hair or anything else that shows signs of sexual development in puberty, really. Arm pit hair and pubic hair can come at different times in puberty for different people.
If you have pubic hair, you have hit puberty. If you have arm pit hair (most people get that later) you have too.

If you have sexual feelings or hair anywhere except on the top of the skin on your skull, then you've hit puberty.

yoour friends are really wrong if you have signs of any hair on your body other then the hair on your head you have hit puberty

No, most kids have short thin hair on arms and legs.

technically the point at which you hit puberty is the point at which you gain the ability to reproduce - so when you can ejaculate... would be a pretty good indication.

Well you don't have to have facial hair to be 'going through puberty'. It is the process (physical and emotional) which ultimately leads up to becoming sexually mature (able to reproduce). For a more detailed answer you can go to www.puberty101.com
