I guess you can. I seriously am going to have to guess what you're asking because of the word usage you have in your post. I'm guessing you're wondering how to create a social group, or what the requirements are.

Go to the top of the page, and then click the link that says "Community" (not "Community and Forums"). It pulls down a list. Click the one that says "Social Groups". Then, on that page, go to the bottom. On the bottom left, it says "create new group". DONE

I forgot where the rules and requirements are for making a social group are.
