we have no income except for welfare and social security and i have no one to do things with...

i want to scuba dive, dirtbike, wakeboard, fish, get a motorcycle, etc but have noone to do it with...

Do you perhaps have an uncle, or a close friend that perhaps you could become involved with their family? Don't forget grandparents. I'm sure if you have a grandfather, that he'd be happy if you wanted to go fishing with him or do some stuff with him. Maybe if your father had a close friend who was/is familiar with the family, you could do some stuff with him.
I'm sort of in the same situation. My mom's dead, and there's only so much my dad will sit through. Like, my mom and I were going to have a girls night and watch all the movies like Dirty Dancing and Grease and stuff, and it's like, what do I do now? We'd talk about guys and walk around the mall (or WalMart. :D), but I can't do that with my dad.

I lost my father as well.
And unfortunately I grew up by myself.
It's hard, I know. But you should try and spend time with your mother, because god knows she needs you.

Since your 15 you could do a few of those things on your own. I know it's not as fun but I'm sure your dad would rather want you doing those instead of video games all day. Personally I have my dad still with me but he works a lot and drinks and we don't really have a relationship. So I've bought a dirtbike and more recently a streetbike and lemme tell you, sure is hella fun. You might be able to get a part time job and possibly a full time job over the summer. Go out and make some friends, get to know people. There's probably better advice to come but I tried. :P

I also lost my father when I was 4... you should have seen me learn to shave, self taught and screwed it up few times... But growing up in general with or without a father blows. I hate having all the responsible that comes with being just 18, and now mom and other family members expect me to go to collage? I have no clue what I wanna do with my life.

just a sidenote; if you wanna talk about girls, and cars.. im me haha.. very interested in both.

Well, I happen to be one of those kids who had everything handed to me, but that's because my dad is too drunk/lazy/busy/apathetic to do anything with me. He just gives me what I ask for to try and make me happy (as in: shut the hell up) but he never does anything with me. I would've rather had him teach me how to play baseball than buy me private lessons. I don't know what it's like to LOSE a father, but I know what it's like to not have one around. I would suggest joining a team, teammates are always good to hangout with, even in the offseason because you always have something in common: your sport.

Pilots license? Awesome! I flew a 4 seater Cessna twice, it was awesome! Having everything handed to you is good and bad, yes you get everything but most of the time it's to cover up something else, and when you have to get out do most things for yourself, it teaches you responsibility...
