Will WAV files, MP3 files, or Ogg Works files work to burn a sound file recorded from Audacity to a cd?

Depends, if you have Winamp you can burn any one of them.

I haven't encountered a CD burner that doesnt convert them. Everyone I've bought converts them to it's own format

well, i know that the most common convertion of a sound file to CD is from a wav, mp3, or wma (for windows) to cda. I know that CD players play cda format so Id say try burning an mp3 file to CD with windows and it will automatically convert it to cda.

It really doesn't matter. Most programs will automatically convert them to CD format. WAV, however, is pretty much CD format, so the burner will take less time to convert. Ogg is surprisingly not supported on Windows natively, even thought it is open source.
CD format is usually:
WAV
44.1 kHz Sample rate
2ch (Stereo)
That will probably go the quickest.
BTW, some of these old threads should be locked. Especially these old ones fron 2005...
